FDA Seeks Public Opinion on Global Cosmetics Regulations
The U.S. Food and Drug Administration (FDA) has publicly announced its request for public comments on cosmetics regulation. This comes in preparation for the twentieth International Cooperation on Cosmetics Regulation (ICCR-20) meeting. The event is scheduled to take place from July 7-9, 2026, in Tokyo, Japan.
The ICCR is a voluntary international group of cosmetics regulatory authorities. Their mission is to eliminate regulatory obstacles to international trade while upholding global consumer protection. The FDA is actively seeking input from the public on various topics related to cosmetics regulation. The deadline for submitting comments is May 18, 2026.
This announcement is timely as the beauty industry is currently navigating the Modernization of Cosmetics Regulation Act of 2022 (MoCRA). This act represents the most significant expansion of FDA’s authority to regulate cosmetics since 1938. The international cooperation aims to harmonize cosmetic standards across member nations, including the United States. This creates a consensus-based decision-making process for the global beauty industry.
