EU Charges TikTok Over Algorithm’s Dangerous “Rabbit Hole” Effect

European Union regulators have formally charged TikTok with breaching the bloc’s Digital Services Act (DSA). The European Commission accuses the platform’s recommendation algorithm of trapping users—particularly children and vulnerable adults—in dangerous “rabbit holes” of harmful content. The charges were issued on November 6, 2026.

The Commission said TikTok’s “For You” feed continually recommends similar videos based on users’ scrolling behavior and likes. This can draw people into loops of content about themes such as sadness, isolation, and body image.

“Every time a user scrolls or likes a video on TikTok, the algorithm serves more of the same, leading users down rabbit holes they cannot easily escape from,” said EU tech chief Henna Virkkunen.

The Commission has called on TikTok to:

  • Redesign its For You feed
  • Rely more on users’ explicit preferences
  • Make content controls easier to access
  • Regularly audit its recommendation algorithm

TikTok’s Chinese owner, ByteDance, could face a fine of up to 6% of its global annual turnover if it fails to make the required changes. The action is part of a broader EU investigation into TikTok, which has previously focused on addictive design and child protection. TikTok called the findings “categorically false” and vowed to challenge them.
