Revolutionizing General Aviation: FAA’s MOSAIC Rule Takes Effect on October 22

A revolutionary change is about to sweep across general aviation in just a matter of days. The FAA’s Modernization of Special Airworthiness Certification (MOSAIC) final rule, also dubbed as Sport Pilot 2.0, is set to take effect on October 22, 2025. This marks the most significant transformation in recreational aviation since 2004.

The rule is set to expand the horizons for Sport Pilots by eliminating the restrictive 1,320-pound weight limit. Instead, eligibility will be based on performance criteria. The new maximum stall speed for Sport Pilot eligible aircraft is 59 knots calibrated airspeed in a clean configuration. This change opens up access to popular trainers such as:

  • Cessna 150
  • Cessna 152
  • Cessna 172
  • Various Piper models

Sport Pilots will now have the ability to fly four-seat aircraft (while carrying only one passenger), aircraft with retractable landing gear and controllable pitch propellers. With proper training, they can also conduct night flying and limited commercial operations. These changes are set to affect over 7,000 current Sport Pilot certificate holders and could dramatically lower barriers to entry for new pilots.

According to the Experimental Aircraft Association (EAA), about three-quarters of the general aviation fleet will become accessible to Sport Pilots under the new regulations. The rule also fosters innovation by lifting restrictions on propulsion types, paving the way for the development of electric and hybrid aircraft.
