Rail Unions Sound Alarm Over $85B Union Pacific–Norfolk Southern Merger

The proposed $85 billion merger between Union Pacific and Norfolk Southern—which would create the first coast-to-coast transcontinental freight railroad in U.S. history—is facing fresh resistance. Rail unions and safety advocates are raising concerns about the deal’s impact on competition, jobs, and public safety.

Reports published on October 28, 2026, highlight growing unease among labor groups, who warn that the combined company would control nearly half of the nation’s rail traffic. The Surface Transportation Board (STB) moved the deal to a formal merits review on August 18, 2026.

  • 2027: Final regulatory decision anticipated

The merged railroad would operate more than 50,000 route miles across 43 states, connecting approximately 100 North American ports. Proponents, including Union Pacific CEO Jim Vena—who last week declared himself “99.99% confident” of regulatory approval—argue the deal would generate $2.75 billion in annual synergies, speed freight deliveries, and strengthen competition with trucking.

Critics, however, warn of further industry consolidation and potential service disruptions. The merged entity would have an enterprise value exceeding $250 billion.
