FAA Unveils Final MOSAIC Rule, Revolutionizing Light Aviation

The Federal Aviation Administration (FAA) announced its groundbreaking Modernization of Special Airworthiness Certification (MOSAIC) final rule on July 24, 2024. This rule marks a fundamental shift in general aviation by enhancing light-sport aircraft capabilities and expanding sport pilot privileges.

With the introduction of these new regulations, light-sport aircraft (LSA) can now accommodate up to four seats, a significant increase from the previous two-seat limit. The rule has also replaced the 1,320-pound weight restriction with a 61-knot maximum stall speed. Furthermore, the MOSAIC rule has broadened the LSA category to include rotorcraft and powered-lift aircraft for the first time. This change paves the way for sport pilots to operate helicopters and, in the future, eVTOL aircraft with the necessary endorsements.

“This landmark rule aims to increase the availability of safe, modern, and affordable aircraft for recreational aviation, flight training, and certain aerial work,” said FAA Administrator Bryan Bedford.

The rule will come into effect 90 days after its publication for sport pilot privileges, with LSA certification changes following one year later. Industry experts predict that the rule will attract new manufacturers and investment, and address pilot shortages by providing expanded training opportunities.
