Landmark Agreement: US Mandates TikTok User Data Storage on Oracle Cloud Infrastructure

In a pivotal agreement announced on Saturday, September 21, 2025, the United States and China have established a framework deal. This deal mandates that all American TikTok user data be stored on U.S. cloud computing infrastructure, specifically managed by Oracle. A high-ranking White House official confirmed that this agreement effectively addresses national security concerns while ensuring U.S. oversight of the popular short-video app’s operations.

The deal is part of a larger arrangement that will result in 80% American ownership of TikTok’s U.S. operations. The governance structure will include six Americans on a seven-seat board controlling the company. White House press secretary Karoline Leavitt emphasized, “This deal ensures that TikTok will be majority-owned by Americans in the United States“, and added that Oracle will manage all data and privacy aspects of the platform.

This strategic move marks a significant shift in the operation of foreign-owned technology platforms in the U.S., setting a precedent for data sovereignty requirements. The agreement is designed to address longstanding concerns about Chinese access to American user data, while still allowing TikTok to cater to its 170 million U.S. users.
