South Korea Pioneers Free Unlimited AI Services for All Citizens

In a groundbreaking initiative, South Korea has declared its intent to offer free, unlimited generative AI services to all its 52 million citizens. This marks the first instance of a G20 nation equating AI with public utilities like broadband or public education.

The initiative, aptly named “AI for All,” has the backing of South Korea’s Ministry of Science and ICT (MSIT). Three technology consortia have been chosen to deliver the services. These groups are led by telecom giants SK Telecom and KT, and Kakao, the operator of one of the country’s most popular consumer platforms. The government plans to equip these groups with a total of 512 Nvidia B200 GPUs and will also cover nationwide operating costs.

However, the program is not merely a standalone chatbot. It is envisioned as an integrated public-service agent capable of scheduling medical appointments, assisting citizens in housing search, managing tax documents, and eventually handling welfare and administrative benefits. The beta testing phase is set to commence in September 2026, with a nationwide launch expected by the end of the year.

The administration of President Lee Jae-myung has set aside approximately 10 trillion won ($7.2 billion) for AI-related expenditures in 2026. This budget is three times the allocation of the previous year. The explicit aim is to lessen South Korea’s dependence on U.S. and Chinese AI platforms and to stimulate the adoption of homegrown AI.
