OpenAI Disrupts Russian Influence Network Leveraging ChatGPT for Kremlin Propaganda
OpenAI recently put a stop to a group of ChatGPT accounts based in Russia. These accounts were part of a complex covert influence operation aimed at disseminating pro-Kremlin narratives and establishing institutional credibility on the internet. The company made the takedown public on Tuesday, August 25, 2026, after an internal investigation into AI-generated social media posts revealed a much larger scheme.
Central to this operation was a fabricated think tank known as the International Burke Institute (IBI). The IBI portrayed itself as an expert community with a physical address in Israel and made false claims of featuring well-known academics such as Francis Fukuyama and Noam Chomsky. Out of 36 articles associated with the site, 34 were discovered to be plagiarized from other internet sources, often with incorrect attribution.
The orchestrators of this operation used VPNs to circumvent OpenAI’s restriction on Russian access. They then utilized ChatGPT, operating in Russian, to create polished English and German social media posts that were disseminated across platforms like Substack, Telegram, Facebook, and LinkedIn. A key aspect of this operation was a “sovereignty index” constructed to portray Russia in a positive light while criticizing France, Germany, the United States, and the EU. OpenAI classified the campaign as Category Three on the Brookings Breakout Scale, indicating that despite its limited reach, the elaborate infrastructure of the operation posed a significant potential threat if allowed to expand.
