FAA Paves Way for Electra’s Revolutionary 9-Seat Hybrid-Electric EL9 Aircraft

A landmark regulatory milestone is propelling hybrid-electric aviation closer to reality. Electra, the Virginia-based aerospace innovator, announced in July 2026 that the Federal Aviation Administration (FAA) has formally closed the G-1 Issue Paper for its EL9 Ultra Short aircraft, officially establishing the certification basis for the nine-passenger hybrid-electric design under Part 23 regulations.

The milestone — achieved just seven months after Electra submitted its type certification application in November 2025 — establishes the regulatory framework for several industry-first technologies, including:

  • Distributed hybrid-electric propulsion
  • Blown-lift system enabling ultra-short takeoff and landing (USTOL)
  • Advanced fly-by-wire controls

The EL9 is designed to take off and land in as little as 150 feet and operate on routes up to 330 nautical miles.

“The swift G1 achievement reflects the hard work and productive collaboration between Electra and the FAA,” said CEO Marc Allen. The company will now enter the G-2 phase, focusing on defining how the EL9 will demonstrate compliance through engineering analysis, ground and flight testing. UK operator 2Excel Aviation has already expressed strong interest in adding the EL9 to its fleet as a cleaner regional transport option.
