Revolutionary Cosmetics Safety Regulations Introduced by FDA After 85 Years

The U.S. Food and Drug Administration (FDA) has ushered in the most substantial expansion of cosmetics regulation since 1938. This monumental change comes under the Modernization of Cosmetics Regulation Act (MoCRA), introducing a series of new requirements.

These sweeping changes include mandatory facility registration for cosmetic manufacturers, product listing requirements, and contact information that must now be displayed on all cosmetic product labels. These changes will come into effect as of December 29, 2024.

For the first time in the history of the FDA, companies are required to report serious adverse events. These events include situations such as hospitalization, burns, or hair loss. Reports must be submitted to the FDA within 15 business days of receiving initial reports. In addition, the agency has also amplified its oversight authority, which now includes the power to issue mandatory recalls for products that pose health risks.

As of January 2025, over 9,500 facilities have registered and nearly 590,000 products have been listed with the FDA. This demonstrates the widespread industry compliance with these historic new safety requirements.
