Upcoming FDA Regulations Set to Transform Beauty Industry
The FDA is gearing up to implement significant changes to the cosmetic industry regulations under the Modernization of Cosmetics Regulation Act (MoCRA). With key deadlines looming in December 2025, the agency is required to publish a comprehensive assessment of PFAS (per- and polyfluoroalkyl substances) use in cosmetic products by December 29, 2025.
Recent studies have shed light on the alarming presence of PFAS chemicals in cosmetics. These hormone disruptors, linked to various health concerns, were found in 52% of cosmetics in the US and Canada. The highest concentrations of these harmful substances were discovered in:
- Waterproof mascara (82%)
- Foundations (63%)
- Long-lasting lipsticks (62%)
Shockingly, 88% of PFAS-containing products did not disclose these chemicals on their labels.
The new regulations will enforce strict measures on cosmetic manufacturers. They will be required to:
- Register facilities with the FDA
- Maintain safety documentation
- Report serious adverse events within 15 days
- Display responsible person contact information on all products by December 29, 2024
Industry experts believe this represents the most significant regulatory overhaul in cosmetics safety in decades. The changes could potentially affect thousands of beauty brands and their formulation strategies.
