Over Half of Beauty Products Still Contain Toxic Chemicals Despite Industry Advancements

A comprehensive analysis reveals that 52% of cosmetics purchased in the United States and Canada still contain potentially toxic PFAS chemicals, despite recent industry efforts to improve product safety. The 2021 study of 231 cosmetic products found the highest levels of these hormone-disrupting chemicals in foundations (63%), waterproof mascara (82%), and long-lasting lipstick (62%).

Most concerning, 88% of products containing PFAS failed to disclose their presence on labels, leaving consumers unable to make informed choices.

The 2025 Beauty & Personal Care Ingredient Intelligence Report by ChemFORWARD found that while some progress has been made, with industry partners like Sephora, Ulta Beauty, and The Honest Company working to remove hazardous ingredients, toxic chemicals remain widespread.

  • F-rated silicones cyclopentasiloxane and cyclomethicone were identified as the most prevalent toxic ingredients, added to create silky textures in skin and hair products.
  • Beauty products marketed to Black women face particular scrutiny, with 50% of hair straighteners containing formaldehyde, a known carcinogen.
