China’s Trillion-Yuan Quantum Tech and Future Industries Strategy Unveiled
On October 26, 2025, China’s National Development and Reform Commission announced a comprehensive strategy to cultivate “future industries”. This ambitious plan involves massive investments, projected in the trillions of yuan over the next decade.
The strategy targets quantum technology, brain-computer interfaces, and embodied AI as key pillars for China’s economic expansion. Commission Head Zheng Shanjie emphasized the importance of integrating these emerging technologies into manufacturing and services. This integration spans from hydrogen energy for transportation to 6G networks for connectivity.
The strategy builds on China’s existing technological strengths, including its operational quantum satellite network spanning 12,000 kilometers. The blueprint not only calls for international collaboration but is also viewed by observers as a direct response to U.S. export controls. The aim is to foster domestic innovation and reduce reliance on foreign technology.
According to recent research, China currently leads the world in 53 of 64 key technologies. Quantum information ranks as the second-highest priority in the country’s Five-Year Plan, behind only artificial intelligence.
