MOSAIC Sport Pilot 2.0: A New Era in General Aviation Begins October 22

The aviation industry is on the brink of a revolutionary change. The FAA’s MOSAIC (Modernization of Special Airworthiness Certification) rule is set to take effect on October 22, 2025. This marks the dawn of what industry leaders are dubbing as “Sport Pilot 2.0”. This game-changing regulation will make approximately three-quarters of the general aviation fleet accessible to sport pilots for the first time.

With the new regulations, sport pilots will no longer be confined to aircraft weighing 1,320 pounds or less. The primary limitation will now be a “clean” stall speed of 59 knots calibrated airspeed. This shift means that popular training aircraft like the Cessna 172, 182, and many Piper models will become available to sport pilots. However, they will still be limited to carrying one passenger.

“This is one of the most significant rule packages for general aviation in the past 75 years,” said Jack J. Pelton, EAA CEO and Chairman.

The rule also allows sport pilots to fly aircraft with controllable-pitch propellers and retractable landing gear, given appropriate training. It also paves the way for the introduction of electric and hybrid propulsion systems in the Light Sport Aircraft category.

Private pilots can immediately start exercising sport pilot privileges under their existing certificates. This is possible without any additional paperwork or checkrides, as long as they familiarize themselves with sport pilot limitations. These changes promise to significantly improve access to general aviation while maintaining safety standards.
