Announcement of FAA’s MOSAIC Rule at EAA AirVenture 2025: A Leap Forward in Aviation
The Federal Aviation Administration’s eagerly anticipated Modernization of Special Airworthiness Certification (MOSAIC) rule has been officially finalized. The announcement was made by U.S. Transportation Secretary Sean P. Duffy at the EAA AirVenture Oshkosh 2025.
This revolutionary rule significantly broadens the capabilities of Light Sport Aircraft, enabling sport pilots to operate aircraft with up to four seats, stall speeds of up to 59 knots, and maximum speeds of 250 knots calibrated airspeed.
The new rule supersedes the previous 1,320-pound weight limit, introducing performance-based standards instead. The privileges for sport pilots under this rule will come into effect on October 22, 2025, while the changes in aircraft certification will become effective on July 24, 2026.
The MOSAIC rule is projected to make approximately three-quarters of the general aviation fleet accessible to sport pilots. This could potentially rejuvenate general aviation by making flying more accessible and affordable.
