FAA Establishes Groundbreaking MOSAIC Rule, Broadening the Scope of Light Sport Aviation

The Federal Aviation Administration (FAA) has officially finalized the revolutionary MOSAIC (Modernization of Special Airworthiness Certification) rule. This marks one of the most significant regulatory reforms in general aviation in decades. The rule’s completion was announced by Transportation Secretary Sean Duffy at EAA AirVenture Oshkosh 2025 on July 22, 2025.

The newly established rule dramatically broadens the definition of Light Sport Aircraft. It now includes aircraft with up to four seats (up from two) and allows stall speeds up to 54 knots. This effectively brings three-quarters of the general aviation fleet under sport pilot privileges. Aircraft weighing up to 3,000 pounds can now qualify as Light Sport Aircraft, more than doubling the previous 1,320-pound limit.

“This is one of most significant rule packages for general aviation in the past 75 years,” said EAA CEO Jack J. Pelton. “This creates what can be called Sport Pilot 2.0, as it builds on the safety and momentum established by that rule two decades ago.”

The rule becomes effective 90 days after publication, with sport pilots gaining access to a vastly expanded aircraft fleet by late 2025.
