FAA Unveils MOSAIC Rules, Broadening General Aviation Accessibility

The Federal Aviation Administration (FAA) has officially unveiled the much-anticipated MOSAIC (Modernization of Special Airworthiness Certification) final rule. The announcement was made on July 22, 2025, at the EAA AirVenture Oshkosh by U.S. Transportation Secretary Sean Duffy. This marks a significant overhaul of the Light Sport Aircraft regulations.

The newly introduced rule does away with the 1,320-pound weight limit, replacing it with performance-based standards. This change allows aircraft with up to four seats and stall speeds of 54 knots to qualify as Light Sport Aircraft. As a result of this expansion, approximately 75% of the general aviation fleet will be accessible to sport pilots within 90 days.

“This is one of most significant rule packages for general aviation in the past 75 years,” said Jack J. Pelton, EAA CEO.

The rule also introduces provisions for retractable landing gear, constant-speed propellers, and alternative propulsion systems, including electric powertrains for LSA certification.
